Mrs. Jolly Uzamukunda Karabaaya



Member of Task-Force on Aerospace Programme – Uganda

Mrs. Jolly Uzamukunda Karabaaya is an Educationist and holds a Master’s Degree of Arts in Educational Management, a Bachelor’s Degree in Education, and a Diploma in Education from Makerere University respectively. She started her professional career as a secondary school teacher in various schools. In 1999 December, she was appointed as a Principal Education Officer Admissions and Scholarships, Ministry of Education and Sports, for fourteen years.

In 2014, she was promoted as Assistant Commissioner, Admissions and Scholarships for three years. Subsequently in 2017 September, His Excellence, the President of Uganda appointed Mrs. Uzamukunda the Commissioner, Higher Education and Training, a position she held up to September 2022.

Through her elevation to different ladders, she was given additional tasks to represent the Ministry of Education and Sports on six Universities namely Makerere University, Kyambogo University, Mbarara University of Science and Technology, Muni University, Kabale University, Team University and Government representative on Soroti University Senate to date.

In addition she served as a member of the following University Council Committees namely; Chairperson Appointment Board & Staff Development & Welfare & Retirement Benefits Committee, Member of Legal, Rules And Privileges, Member, Quality Assurance And Gender Committee, Staff Finance and Planning Investment Committees, Member of University Council, Member of Finance Planning and Development Committee, Member of Student Affairs Committee, Member of Resource Mobilisation Committee, Member of Estates Committee among others.

In October 2022 to date, Mrs. Jolly Uzamukunda Karabaaya was nominated by the First Lady and Minister of Education and Sports, as a member of the National Taskforce on Aerospace programme to develop Aerospace Policy and Strategy for Uganda.

She also worked for five years as a Focal Point Officer for Common Wealth of Learning; Member of the Rwendeire Visitation Committee on Makerere University on staff & students’ strike 2016; Member Omaswa Task Force on Makerere University on Job Evaluation Staff Structure; Member of High-Level Task Force Common – Market Protocol Negotiations; Member of Cabinet Sub Committee on Kyambogo University on staff & students’ strike; Member of Mbaguta Staff Salary Harmonization Committee for Public Universities; A member of Expert Panel for International Ford Foundations Scholarship for Inter University Council for East Africa, among others.
